I'm no rocket scientist, but isn't there a difference between "Dwelling and moving on" and "Honoring and remembrance"..With his line of thought, Arlington should have lowcost housing on it

What I had been told was the C.O felt it was time for the squadron to move on, to no longer dwell on their deaths. Hopefully a Raider can sort this out for accuracy.
